Animal and Plant Quarantine

Animal and Plant Quarantine refers to the system under which the national entry-exit inspection and quarantine authorities, in accordance with the law, implement quarantine, disinfestation treatment, and supervision over inbound and outbound animals and plants, animal and plant products, and other quarantine objects. Its purpose is to prevent the introduction and spread of animal infectious diseases, parasitic diseases, and plant dangerous diseases, pests, weeds, and other harmful organisms across national borders, and to protect agricultural, forestry, animal husbandry, and fishery production as well as human health. In foreign trade, this term commonly appears in contracts, letters of credit, customs declarations, and inspection certificates, and is an important component of statutory inspection. Use scenarios include: imports of meat, fruit, timber, seedlings, etc., require official quarantine certificates issued by the exporting country; before export, declaration for inspection must be made to customs and an Animal and Plant Quarantine Certificate must be obtained. Points to note: quarantine requirements vary greatly among different countries, so it is necessary to confirm in advance the market access list, quarantine approval, isolation requirements, and certificate format; if quarantine fails, the goods may face return, destruction, or disinfestation treatment. Unlike "commodity inspection," animal and plant quarantine focuses on biosecurity and public health rather than quality, specifications, or quantity.
