Wassenaar Arrangement

The Wassenaar Arrangement, officially the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies, is a multilateral export control regime signed in 1996 by 42 countries (including the US, Russia, the UK, France, etc.) to prevent the proliferation of conventional arms and sensitive dual-use items and technologies, and to maintain regional and international security. Usage scenario: Before exporting high-tech products (such as precision machine tools, semiconductor equipment, drones, encryption software, etc.), foreign trade companies must check whether the item is listed in the Wassenaar control lists; if so, they must apply to their national competent authority for an export license, otherwise they may face legal sanctions. Notes: The Arrangement is not legally binding; each member state decides its own control lists and licensing procedures, so the same item may be controlled differently in different countries; companies should pay attention to the specific regulations of the destination and transit countries, and to end-user and end-use checks. Compared with other export control regimes such as the Missile Technology Control Regime and the Nuclear Suppliers Group, the Wassenaar Arrangement has a broader scope, focusing on conventional arms and dual-use items.
