Port Congestion Surcharge

Port Congestion Surcharge (PCS) is an additional fee levied by shipping lines due to severe congestion at the destination port or transshipment port, which leads to extended vessel waiting times and reduced turnover efficiency. This fee is usually charged per container or per freight ton, borne by the shipper/consignee, and is commonly seen during peak seasons or during unexpected events such as port strikes, adverse weather, and epidemics. Usage scenarios: When a shipping line announces the imposition of PCS, it will specify the effective date, scope of application (such as specific ports or routes), and rate standards. Precautions: PCS is a temporary surcharge and may be adjusted or canceled at any time; trade contracts should clearly specify who bears the PCS to avoid disputes; unlike the Peak Season Surcharge (PSS) and Bunker Adjustment Factor (BAF), PCS specifically refers to costs caused by port congestion. Differences: PSS is based on seasonal cargo volume peaks, BAF is based on fuel price fluctuations, while PCS directly stems from port operational efficiency. Foreign trade practitioners should pay attention to shipping line notices and promptly communicate with customers regarding cost sharing.
