Form M (China-Maldives)

FORM M (China-Maldives Free Trade Agreement Certificate of Origin) is an official certificate of origin issued under the Free Trade Agreement between the Government of the People's Republic of China and the Government of the Republic of Maldives. It is used to certify that goods exported from China to the Maldives or from the Maldives to China qualify as originating under the agreement, thereby enjoying tariff reduction preferences. Usage scenarios: Exporters apply to the China Customs or CCPIT for issuance before or at the time of shipment; importers use it to apply for preferential tariffs at Maldives Customs. Notes: The certificate must be issued before or at the time of export and is generally valid for use within 12 months from the date of shipment; completion must strictly comply with the agreement's rules of origin, such as regional value content and change in tariff classification; if a third-party invoice is involved, it must be noted in the remarks column of the certificate. Difference from other terms: Unlike a general Certificate of Origin (CO), which only proves nationality and does not grant preferences, and unlike other FTA certificates such as FORM E (China-ASEAN) and FORM F (China-Chile), FORM M is specifically for the China-Maldives FTA, and the extent of preference depends on Maldives' tariff concession schedule.
