GSP Form A

FORM A, formally known as GSP Form A (Generalized System of Preferences Certificate of Origin), is an official document certifying that exports from developing countries are eligible for the generalized, non-discriminatory, and non-reciprocal preferential tariff treatment granted by developed countries to finished and semi-finished products. Usage scenarios: When exporting to countries that grant GSP treatment to China (such as the EU, UK, Norway, Switzerland, Turkey, Canada, Japan, Australia, New Zealand, etc., though some countries have graduated China), importers can use this certificate to enjoy tariff reductions. Notes: 1. The certificate must be issued by the Entry-Exit Inspection and Quarantine Bureau or the China Council for the Promotion of International Trade; 2. It must be consistent with commercial invoices, bills of lading, and other documents; 3. The certificate must be applied for before shipment or within a specified time after shipment; 4. Since 2021, the EU and others have canceled GSP treatment for China, but some countries still apply it; 5. It should not be confused with the ordinary Certificate of Origin (CO), which only proves origin and does not grant tariff preferences. Differences: FORM A is specifically for GSP tariff preferences, while CO is for general origin certification, FORM E is for the China-ASEAN Free Trade Area, and FORM F is for China-Chile, etc.
