It covers requirements for physical and mechanical properties, flammability, and chemical toxicity (such as heavy metal migration), and is a mandatory safety specification for toys in the U.S. market (incorporated by reference in federal regulation 16 CFR 1250). Usage scenarios: Toys exported to the U.S. must comply with ASTM F963; otherwise, they may be detained by customs, recalled, or fined.
