Quota

Quota refers to the restrictions set by a country's government on the quantity or value of imports and exports of certain goods within a certain period. It is a non-tariff barrier, often used to protect domestic industries, maintain balance of payments, or implement trade agreements. Usage scenarios include: importing countries imposing import quotas on sensitive goods (such as agricultural products and textiles); exporting countries voluntarily restricting exports (voluntary export quotas); or tariff quotas (low tariffs within the quota, high tariffs outside the quota). Notes: Quotas usually require license applications, allocated on a first-come, first-served basis or according to historical performance; quotas differ from tariffs in that tariffs are price mechanisms, while quotas are quantity restrictions; the difference from "licenses" is that licenses are the enforcement tool for quota management. Foreign trade practitioners need to closely monitor quota quantities, allocation methods, validity periods, and whether they are transferable, to avoid goods being unable to clear customs due to quota exhaustion. At the same time, quotas may be relaxed or eliminated due to free trade agreements.
