Fumigation Certificate

A Fumigation Certificate is an official document issued by a quarantine treatment agency, certifying that goods such as wooden packaging, agricultural products, and animal/plant products have undergone fumigation treatment to eliminate potentially carried pests (e.g., insects, eggs, pathogens). This certificate is mainly used in international trade, especially for countries with strict quarantine requirements on wooden packaging materials (e.g., pallets, wooden crates) such as the United States, the European Union, and Australia. According to the International Standards for Phytosanitary Measures No. 15 (ISPM 15), wooden packaging must be heat-treated or fumigated and marked with the IPPC logo; the fumigation certificate often serves as proof of treatment. Usage scenarios include: wooden packaging used for export goods, specific commodities requiring fumigation by the importing country (e.g., grain, fruit, timber). Precautions: Fumigation certificates typically have a validity period (e.g., 21 days) and must be issued by an inspection and quarantine agency (e.g., China Customs) or its authorized unit before export; the certificate content must be consistent with the actual goods, bill of lading, etc.; requirements vary by country, e.g., the United States requires the fumigation certificate to include treatment time, temperature, chemicals, etc. Distinction from other terms: A fumigation certificate is different from a Phytosanitary Certificate, which certifies that goods are free from pests, whereas a fumigation certificate proves that pest elimination treatment has been carried out; it is also different from a Certificate of Origin, with completely different functions.
