Customs Declaration Form

A Customs Declaration Form is the core legal document through which importers, exporters, or their agents declare cargo information to customs and complete customs clearance procedures. Its content covers the commodity name, HS code, quantity, value, country of origin, trade mode, means of transport, etc., and it serves as the basis for customs taxation, supervision, statistics, and release. Use scenarios include all inbound and outbound cargo declarations, such as general trade, processing trade, and cross-border e-commerce. Notes: It must be declared truthfully and be consistent with documents such as contracts, invoices, and packing lists; otherwise, penalties, downgrading, or smuggling charges may result. Formats and levels of digitalization vary by country (for example, China has implemented paperless customs declaration forms). Difference from the Inspection Declaration Form: the customs declaration form is for customs, while the inspection declaration form is for inspection and quarantine. Difference from the Bill of Lading: the bill of lading is a transport document, while the customs declaration form is a customs declaration document. Foreign trade practitioners must ensure the customs declaration form is accurate and timely to avoid late declaration fees and customs clearance delays.
