Commodity Classification

Commodity classification is the process in foreign trade of assigning imported and exported goods to a unique 8-10 digit HS code based on the Harmonized Commodity Description and Coding System (HS) and relevant tariff schedules. Its core lies in determining the customs code of goods, which directly determines tariff rates, regulatory conditions, tax rebates, and trade statistics. Use cases include customs declaration, certificate of origin application, license processing, and tariff planning. Precautions: classification errors may lead to tax recovery, fines, or smuggling risks; the actual attributes of the goods (material, function, degree of processing) should prevail, not just the name; classifications may differ among countries, and customs advance rulings should be referenced. Difference from 'commodity code': the code is the result of classification, while classification is a dynamic determination process; difference from 'tariff heading': the latter is a classification item in the tariff schedule, and classification must correspond to a specific heading. Enterprises are advised to establish a classification database and review it regularly.
