A Non-Preferential Certificate of Origin is a document issued by a government authority or authorized chamber of commerce of the exporting country, certifying that the goods originate from a specific country. It is mainly used to determine the nationality of goods so that the importing country can apply non-preferential trade measures such as Most-Favored-Nation (MFN) treatment, anti-dumping, countervailing, safeguard measures, origin marking, and trade statistics. Unlike preferential certificates of origin (e.g., FORM A, FORM E), it is not used to claim tariff preferences but serves as a general proof of origin. Use cases include: the importing country requires proof of origin to determine the applicable tariff rate (e.g., MFN rate), implement trade remedy measures, conduct customs statistics, or meet import clearance requirements. Notes: Ensure the origin criteria comply with the importing country's rules, the certificate content is consistent with the commercial invoice, bill of lading, etc., avoid alterations, and submit within the prescribed time. Difference: Preferential certificates of origin are used to enjoy agreement tariff rates, while non-preferential ones only prove origin and do not bring tariff reductions.
