Integrated Clearance

Integrated Clearance (通关一体化) is a regional customs clearance reform measure implemented by China Customs since 2014. It allows enterprises to independently choose any customs office for declaration, with goods inspected and released at the port customs, achieving 'one declaration, one inspection, one release'. Its core is to break down customs district barriers, allow cross-customs-district clearance, and reduce logistics costs. Usage scenarios include: cross-region import/export by enterprises, multi-port operations, cross-border e-commerce, etc. Precautions: Requires advanced certified enterprise qualification or meeting specific conditions; declaration data must be accurate, otherwise it may trigger subsequent verification; integration does not exempt legal requirements such as inspection and quarantine. Compared with 'transit customs' (转关), integration eliminates the need for transit procedures, allowing goods to go directly; compared with 'local declaration, port release' (属地申报、口岸验放), integration allows enterprises to choose any declaration location, offering greater flexibility.
