Customs Transit

Customs Transit refers to the customs clearance system under which goods, while under customs supervision, are transported from one customs supervision location within a country to another customs supervision location, or through the territory of a third country to continue to the destination. Its core is that the goods temporarily do not pay import duties and import-related taxes during transportation, but must comply with the route, time limits, and supervision requirements designated by customs. Use scenarios include: imported goods transferred from the port of entry to the customs at the place of destination for customs declaration procedures; exported goods declared at the customs at the place of departure and then transferred to the port of exit; and transit goods passing through a country's customs territory to a third country. Precautions: enterprises must have customs transit qualifications, use means of transport and seals recognized by customs, provide guarantees, and complete transportation within the prescribed time; unauthorized opening, unpacking, transshipment, or deviation from the route will result in penalties. Unlike 'customs clearance,' customs transit does not involve the final payment of import or export taxes and fees, but rather the spatial movement of goods under customs supervision; it overlaps with 'bonded transport,' but customs transit places more emphasis on the regulatory connection across customs districts. Customs transit can improve logistics efficiency and reduce warehousing costs, but the procedures are relatively complex and require advance coordination with customs and the carrier.
