End User

End User refers to the natural person, legal entity, or other organization that actually uses, operates, or consumes the imported goods, rather than a reseller, agent, or intermediary. In foreign trade, this term is commonly found in end-user statements, end-user certificates, and export control compliance documents to confirm that the goods will not be used for the proliferation of weapons of mass destruction, military purposes, or resale to sanctioned countries. Usage scenarios include: when exporting sensitive items (such as dual-use items and high-tech products), the exporter requires the importer to provide end-user information; letters of credit or contracts also often stipulate that 'the end user must be a specific entity.' Precautions: It is necessary to verify the authenticity of the end user to avoid export control violations caused by false declarations; different from the 'Importer,' which may be a trader, while the end user is the actual user; it may also differ from the 'Consignee,' which is only responsible for receiving the goods. The difference lies in that the end user emphasizes the purpose of use and the final destination, and is the core of compliance review.
