Precautions include: enterprises need to complete electronic signatures and data authorization to ensure that declaration data is authentic, complete, and traceable; some special commodities (such as those involving inspection or license documents) may still require offline verification or submission of paper materials; contingency plans need to be activated in case of system failure. Compared with 'paperless customs declaration,' paperless clearance emphasizes full-process electronification, covering declaration, document review, release, and other links; unlike 'integrated customs clearance,' which focuses on cross-customs cooperation, paperless clearance focuses on the form of documents.
