The establishment of marine protected areas (MPAs) is often hailed as a cornerstone of ocean conservation. Proponents argue that MPAs offer a triple benefit. First, they enhance biodiversity by providing a safe haven for overexploited species, allowing populations to recover and ecosystems to regain their natural balance. Second, MPAs are seen as a vital tool for fisheries management. By protecting spawning grounds and juvenile habitats, they are thought to increase fish stocks both inside and outside the protected zones through the spillover effect, thus ensuring sustainable catches for local fishermen. Third, MPAs serve as living laboratories for scientific research, offering undisturbed baselines against which the impacts of human activities elsewhere can be measured, and enabling long-term studies on ecosystem dynamics. This combination of ecological, economic, and scientific advantages has led many governments and NGOs to push for the expansion of MPAs to cover 30% of the global ocean by 2030.

While the idea of MPAs is appealing, a closer look reveals significant flaws. First, the assumption that MPAs automatically boost biodiversity is often wrong. Many MPAs are designated in areas that are already degraded or have little commercial value, so they protect very little. Moreover, without strict enforcement, illegal fishing continues within their boundaries, undermining any potential recovery. Second, the claimed fisheries benefits are largely overstated. In reality, MPAs can displace fishing effort to surrounding areas, leading to overfishing there. Also, many commercially important fish species are highly migratory, so they spend most of their lives outside the protected zone, making the spillover effect negligible. Finally, the scientific value is compromised because MPAs are not randomly placed; they are often chosen for political or aesthetic reasons, not for their representativeness. Consequently, data from these sites cannot be reliably used as a baseline for global comparisons. In short, MPAs are not the panacea they are made out to be, and their expansion may divert resources from more effective conservation strategies.
