That's where the group study rooms are. Moving them or mixing quiet study with group work could be confusing. W: Actually, they said they're relocating the group rooms to the first floor. The fourth floor will be exclusively for quiet study, which is even better for concentration. M: Hmm, I didn't read that part. Still, the fee increase—it's only $15 per semester, right? That's less than a pizza. For the benefits, I guess it's worth it. W: Exactly! And with more space and time, I'll actually get more work done.
