As populations in cities around the world continue to age, one view holds that governments should prioritize the bulk of their budgets for healthcare and eldercare facilities for the elderly; however, others argue that equal or even greater resources should be directed toward youth education and employment opportunities to secure future productivity. Given the reality of limited fiscal resources, how do you think city administrators should strike a balance between these two pressing needs? Please articulate your position, providing specific reasons and examples to support it.
