However, critics point out that in many existing cities, infrastructure like hospitals and large supermarkets cannot easily be relocated. Therefore, successful implementation often requires redesigning public spaces and encouraging mixed-use development. For example, in Paris, local authorities have converted underused parking lots into community gardens and small markets, which has increased foot traffic and social interaction. Yet, achieving this in sprawling suburbs remains a significant challenge due to lower population density.
